FDIC TGLP Program: Is This Green Shoots ?

There was some talk this morning about the FDIC approving GE’s application to exit the TGLP program. This is the FDIC program that allows various institutions to issue debt that has the backing of the FDIC.
When I heard the news, I was curious to see whether the issuance and numbers of issuers in the program have been increasing or decreasing. I put the two charts together which show that there has not been any significant decrease in the numbers of firms seeking government assistance. This does not suggest any sort impending recovery.
